Mahajana Eksath Peramuna - Youth Wing or Popularly known as the “MEP – Youth” is the youth movement of the political party ‘Mahajan Eksath Peramuna” is the pioneering organized youth movement in Sri Lanka. Started by national heroes, Philip Gunawardena, the movement dates back to early 1930’s where serving the deprived communities and gaining independence for the country from the imperialists were the foremost objectives

The Movement functions today with the objectives of obtaining true freedom for the people of Sri Lanka in multiple dimensions including Economic, Education, Social and Environmental aspects. Engaging youth actively in the progressive movement of the country and connecting with international community in achieving sustainable development, tackling climate change and ensuring sovereignty of nations.

Leadership

Mahajana Eksath Peramuna ( MEP) is one of the oldest political parties in Sri Lanka, it is the youth movement known as Federation of All Lanka ( Ceylon) Youth League ( FALYL) that created the center of collaboration for patriotic youth during late 1920’s & early 1930 to battle for freedom and led to the formation of the first ever political party in Sri Lanka the LSSP. FALYL remained a pioneering independent youth movement and when Late Hon Philip Gunawardena formed the Mahajana Eksath Peramuna political party in 1959 it formed in as the youth political wing of the MEP

Today the MEP youth wing functions under the patronage of the party chairman and Prime minister of Democratic socialist republic of Sri Lanka Hon Dinesh Gunawardena. The youth wing is headed by its president and decisions are taken by the executive body comprising of youth representatives from every district of Sri Lanka. MEP youth has a direct membership of over 3000 members island wide

  • Party Leadership

Mahajana Eksath Peramuna is led by party Chairman Prime Minister of Democratic Socialist Republic of Sri Lanka Hon Dinesh Gunawardena. Party Secretary is Tissa Jayawardena Yapa. The central committee of the party takes the key decisions. The Youth wing is guided by comrade Hon Yadamini Gunawardena member of parliament of Sri Lanka.

  • Structure

Youth wing is open to youth from all corners and segments of the country to associate with the party and its activities, the membership is given after strong evaluation and consideration on being able to uphold the party policies and principles.

The youth wing is guided by the Party leadership and directly guided by patron of youth wing member of parliament Hon. Yadamini Gunawardena. The movement activities are run by an executive body selected at the annual convention. The executive body comprise of.

The MEP youth wing has nearly 3000 direct members consisting of constituency level

The membership annually associates with over 300,000 youth around the country on various activities including political, social development and other youth and national interest related activities.

History

Federation All Lanka ( Ceylon) Youth League’s – (FALYL)

National Hero Hon. Philip Gunawardena

The Movement was started by the late national hero Hon. Philip Gunawardena, in the late 1920’s Philip Gunawardena while following his higher education in the USA, as a revolutionary youth was engaged with several other youth leaders from South and Southeast Asia in forming alliances to fight against the imperialists that conquered their nations. Young Philip along with young revolutionary leaders Ho Chi Minh of Vietnam, Zhou Enlai of China signed the famous Paris agreement in 1927 demanding the imperialist to give the land rights to the original people of the countries they occupy. This agreement triggered a new inspiration among freedom fighters across South and Southeast Asia to fight against imperialism and gain independence.

Philip Gunawardena on his return to Sri Lanka was heavily engaged in the freedom struggle of the nation. He travelled around the country forming youth movements. At the time there were several active youth leagues from different parts of the country, engaged in the freedom struggle as well as serving the deprived communities in the society. Philip Gunawardena was able to bring most of these youth leagues under one umbrella and formed the “Federation of All Lanka ( Ceylon) Youth League”. He was ably supported by then youth revolutionaries N.M Perera, Kolvin R De Silva and other leftist leaders all later became Cabinet ministers of Sri Lanka.

FALYL members were very active at grassroots in serving and supporting the farmer communities, this enabled the federation to stand in front of the Donoughmore commission (which was assigned to bring in connotational reforms in Sri Lanka - Then Ceylon) and assure that Sri Lankan youth is capable of responsibly handling universal suffrage there by gaining voting rights for all above age of 21 years.

Reviving the “Sooriya mal movement”

In early 1930’s a Sri Lankan named Aelian Perera started to sell “Suriya” flowers in protest against the proceeds of poppy sales on Armistice Day (11 November) being used to support British ex-servicemen instead of Sri Lankans. The proceeds of which were devoted to help Sri Lankan veterans.

The Suriya-Mal campaign was revived and was formed into a national movement by the Colombo South youth league. The movement became anti-imperialist in character, and was a major force in relief work during the Malaria epidemic of 1934–1935 ( which affected more than 1 million people and over 80,000 died within 7 months).

Doreen Young, while serving as principal of Ananda Balika, was elected president of the Suriya Mal Movement, she was supported by then iconic youth women leaders such as Kusuma Gunawardena when they took over. The Movement became a rallying point for left-wing Ceylonese returning from abroad and local Youth Leagues. The Federation of All Lanka ( Ceylon) Youth Leagues was officially formed in 1st November 1932, and was one of the most significant advances that led to the formation of the Lanka Sama Samaja Party in 1935 (LSSP).

These events, The universal suffrage for over 21 years and the formation of first political party are landmark milestones in the path of democracy in Sri Lanka, in which the FALYL played a key role.

The struggle for independence was intense the imperialists banned the LSSP and imprisoned many of the youth revolutionary leaders including Philip Gunawardena

Post Independence ( 1948)

Leaders of FALYL with their popularity among mases were able to represented the parliament of Sri Lanka and was battling out to win the rights that were taken off from the people by the imperialists which still had control over many critical economic and social power centers in the country. Philip Gunawardena was a silent hero in tirelessly working to pass the free education bill in the parliament which only won by a single vote majority, the bill was opposed by the elite class in the country fearing their position will be lost when the majority of the Sri Lankans receive freedom of education. The free education act is considered one of the most important bills passed in the history of parliament of Sri Lanka which still enables millions of Sri Lankans to earn their righteous place in the society through access to education.

The 1956 revolution

The 1956 election marked a landmark democratic revolution in Sri Lanka, Philip Gunawardena orchestrated an alliance with all anti-imperialist forces brining the five forces of Priest, Medics, Educationists, Farmers and Workers together by forming the Mahajana Eksath Peramuna ( MEP) alliance. Mahajan Eksath Peramuna won the election with an overwhelming majority making S.W.R.D. Bandaranayake as the prime minister and Philip Gunawardena was sworn in as the minister of agriculture and food. FALYL comrades played a pivotal role in this democratic revolution travelling from village to village to gain the support of the people and educate them of the victories that could be obtained under a people’s led government.

Through the peoples led government formed in 1956 Philip Gunawardena brought in reforms which paved the way for the rural farmers to reap the benefits of true freedom in an independent Sri Lanka ( Then Ceylon).

The “Paddy Land Act of 1958” was instrumental in giving the due land rights from the land lords to the farmers, this was the first act of its kind in South or South East Asia.

The formation of multipurpose corporative systems provided the access to markets to farmers and there by freeing them from the tight grip of large-scale traders.

The co-operative bank systems and subsequently formation of the People’s Bank ( in 1961) was the brainchild of Hon Philip Gunawardena which gave financial freedom for the rural farmers.

These endeavors were critically and brutally opposed by the elite class in the country, the FALYL members worked tirelessly with the leader Hon. Philip Gunawardena to obtain the support of the rural masses and defeat the threat of the supporters of the imperialists.

The decade of the 60’s saw FALYL ( by now referred as the Mahajana Eksath Permuna – Youth wing) embarked on the process of industrialization of Sri Lanka. With the visionary leadership given by the party leader who also became the minister of Industries and fisheries. With the formation of the Industrial Development Board, Fisheries corporation, Tyre Corporation and Steel corporation Sri Lanka was able to step in to a new era of industrialization where large number of unemployed rural youth were employed in the industrial sector. The MEP youth wing once again played its part by educating the youth and convincing them to take up key opportunities in the immerging sector.

On 26th March 1972 National hero Philip Gunawardena passed away after a brief period of illness leaving a vacuum in the party leadership. On 15th December 1973 Hon Dinesh Gunawardena became the leader of Mahajana Eksath Peramuna , making him one of the youngest party leaders in Sri Lanka.

Period of revival

From 1973- 1983 MEP did not have a representation in the parliament but the party and the youth wing was one of the most active groups outside the parliament specifically safeguarding the youth from provocative youth uprisings took place during this period. During this period a separatist movement was spreading terror and challenging the unitary status of the country. MEP youth wing actively campaigned around the country calling for ethnic harmony and unconditionally standing up to protect the unitary status of Sri Lanka.

In 1983 - MEP was able to gain a seat in the parliament becoming one of the 12 opposition members in the parliament at the time. The government at the time had a 5/6th majority in parliament and was suppressing democracy, the MEP leader was one of the most active opposition members fighting against the suppression of the government.

The MEP youth wing was always standing up for democratic rule of governance, violence was not a path selected by the MEP youth wing. When the 1988-89 youth uprising took place in the country large number of young lives were lost, our leader and the youth wing fought ferociously in the parliament and in legal fronts to protect the lives of thousands of youth.

The MEP youth was actively involved in forming the “Patriotic National Movement” ( PNM) along with national level organizations and leaders, which campaigned and advocated for a unitary state in Sri Lanka and demanded that terrorism should be defeated. The movement was successful in achieving its objectives when Sri Lankan government formed with the support of (PNM) successfully defeated the separatist terrorism in 2009 and brought an end to the loss of lives of youths due to armed struggles.

The Modern Era

Since the defeat of terrorism the challenges put forward to the country and its youth have taken a different dimension, Connecting the rural youth back again to the modern world, access to technology, engaging youth in the development process, social inclusion and global threats such as climate change, have become the critical factors youth have to address.

With the guidance of Hon. Yadamini Gunawardena, the MEP Youth has been advocating & influencing the policy makers to ensure freedom of education, Access to technology, land and markets for young farmers, developing innovative and entrepreneurial spirit of youth, grooming youth to become politically active and become future policy makers.

Legislature

As a political outfit in a multi-party democracy, the parliament, judiciary and the common man are the main battle fronts to win true freedom, the youth wing has historically and still continues the fight in these fronts irrespective of the number of representation in parliament.

Victories achieved in parliament in the Past; through long standing visionary struggles
Free education act 1945 the free education act passed in the parliament with a single vote majority was a long and hard battle fought outside and within the parliament, the elite groups of the society opposed the bill fearing they will loose their status in the society to the common masses
Paddy land act 1958 yet a another landmark bill not only in Sri Lanka but all of Asia.In 1 958 the Paddy Lands Bill was enacted, to benefit the tenant farmers of some 160,000 hectares of paddy land. The bill supported to assist tenants to purchase the land they worked, to protect them against eviction, and to establish a rent ceiling at around 25 percent of the crop. It also established cultivation committees, composed of rice farmers, to assume general responsibility for rice cultivation in their respective areas, including the direction and control of minor irrigation projects.
Corporative banks act & People banks act (1961) these are the fundamental acts on banking that paved the way for financial freedom and access to common banking systems to the mases of Sri Lanka. Before this time period only a limited private Banks were operating severely limiting access to financial services to common people.
Nationalization of ports 1958 Nationalization of key resource centers was a critical step in gaining freedom access to economic activity for the common people, Nationalization of the Colombo port was fiercely obstructed by the then business class, FALYL with the leadership of Hon Philip Gunawardena and the harbor dock workers union were able to convince then prime minister to move forward with the pledges made to the people at the election and spearhead the naturalization process.

Community

Seethawaka Handa

Seethawaka Handa is a an annual program run by the MEP – youth with the engagement of community to train upskill and develop youth of former Seethawaka kingdom area. Over 10000 school children and youth have received training and skill development through this program over the past decade.

Supporting School Children

MEP youth – with the support of various stakeholders annually conduct programs to provide stationery, infrastructure, capacity building for teachers and school children around the country.

Empowering Community corporative- water supply and agriculture.

MEP youth – support the government programs of community water supply and food security programs through empowering local communities to manage their drinking water supply/ food production programs at local level there by acquire high level of management capacity and accumulate a significant asset base for the community.

Maternal health, Clean water, Primary education

Grass root level programs with needy communities to improve maternal health, access to healthy food and nutrition for children are conducted with the support of local organizations.

Health Camps for rural communities.

Together with our youth forums at constituency level we conduct health camps, eye clinics, ayurveda clinics, health education campaigns for needy communities’ townships and rural villages.

Improving IT literacy program.

A comprehensive program with the support of Diplomatic missions, Private sector companies is conducted to improve the IT literacy of youth program includes – training capacity building and infrastructure development.

International

MEP youth is actively involved in establishing networks and connections with international community. Since the formation of the 1956 government Sri Lanka was advocating a non-aligned foreign policy. MEP youth wing shared collaborations with youth movements in socialist countries as well as western countries.

MEP youth connect and network with youth organizations around the world with likeminded values through the diplomatic missions in Sri Lanka as well as other networks created through the history of the organization.

International action in 2023

MEP Youth wing leaders - Meeting with HE. Ambassador of Vietnam, HE. Ambassador of Romania, HE. Ambassador of Indonesia, Nepali delegation on good agriculture practice and H.E. The Ambassador of Japan.

Federation of All Lanka (Ceylon)Youth League is a founding member of the World Federation of Democratic Youth ( WFDY).

MEP youth organized the National Preparatory Committee meeting in Sri Lanka ,for the World Festival of Students and Youth held in Sochi Russia 2018.
